Expertise and Experience

McRoberts Maritime Security has demonstrable evidence of its regulatory expertise, to include expert knowledge of the International Ship and Port Facility Security (ISPS) Code and the Maritime Transportation Security Act (MTSA) regulations as well as other local and regional statutes and requirements.

McRoberts consultants have authored over 140 Facility Security Plans that have been approved in 8 different USCG Captain of the Port Zones. Plans have been written for major seaports, cruise ship terminals and cargo facilities of every category, including container, petrochemical, bulk and breakbulk facilities.

McRoberts has developed an extensive library of standardized forms to meet and exceed the requirements for facility recordkeeping requirements per 33 CFR 105.225. These documents have been used and inspected on a daily basis since July 1, 2004.

McRoberts has created a library of quarterly drill and annual exercise scenarios, tailored to both cargo and cruise facility operations, which have been used to satisfy the requirements of 33 CFR 105.220.

Consulting Services

  • Port Facility/ Ship Security Plan: McRoberts Maritime Security has authored over 140 Facility Security Assessments and Plans and has assisted in and completed Ship Security Assessment and Plans. All Security Plans are executed and designed in accordance with the International Maritime Organization's (IMO) International Ship & Port Security (ISPS) Code and the US Maritime Transportation Security Act of 2002 (MTSA).
  • Combined Security Officer Certification Course: Port Facility Security Officer (PFSO) / Ship Security Officer (SSO) and Company Security Officer (CSO) Certification, consisting of 28 hours (3 ½ days) of instruction covering all required elements as specified in the ISPS Code B/13.1, 13.2 and 18.1 and MTSA 33-CFR / 104.210, 104.215, 105.205.
  • Facility and Shipboard Personnel Security Awareness Training: These courses introduce port facility, shipboard crew and employees to the general security awareness knowledge that is required by both the International Maritime Organization's (IMO) International Ship & Port Security (ISPS) Code and the US Maritime Transportation Security Act of 2002 (MTSA). This course is based upon the model structure outlined by the IMO model course. Training offered in English, Spanish and Portuguese.
  • 3rd Party Facility and Ship Security Plan Audits: McRoberts will conduct required 3rd party audits of the Facility and Ship Security Plans and make relevant amendments and appropriate submissions as per MTSA 33 CFR (104.415 and 105.415) and ISPS Code (B/9.53 and B/16.58-16.60).
  • Drills and Exercises: Facilitate required drills (quarterly) and exercises (annually) as required by MTSA 33 CFR (104.230 and 105.220) and ISPS (B/13.5 - 13.8, 18.4 - 18.6).
